REPUBLICANS are anxious. President George W Bush is having a rough second term and his poll numbers keep falling. With Iraq unravelling, health insurance costs sky-rocketing and memories of the botched response to hurricane Katrina still fresh, the party that holds the majority in Congress has plenty to worry about.
But like cavalry riding to the rescue in a Hollywood Western, lawmakers in South Dakota have taken action to shift the spotlight on to the emotionally combustible issue of abortion before mid-term elections in November.
Last week, Governor Mike Rounds signed a law that would ban nearly all abortions, even in the case of rape or incest. Abortion opponents know the law has no chance of taking effect any time soon, but they openly state it was a calculated move designed to challenge a Supreme Court decision that legalised abortion in 1973.
When in trouble, US conservatives have come to rely on the politics of “moral values” to change the subject. No issue wins elections for Republican candidates like abortion, as it draws on the deep resentment and heartfelt beliefs of working-class Americans in small towns across the country.
The legal battle over the South Dakota law could take years to resolve itself. And at the moment, even with two conservatives appointed by Bush to sit on the bench, the country’s highest court still retains a majority that supports the landmark Roe v Wade decision permitting abortion.
In the meantime, though, a significant number of Americans are outraged that abortion remains legal, and the Republicans intend to exploit that anger fully. Although liberals have won the issue in the courts, and public opinion is deeply divided, the American right has got the upper hand at the ballot box, according to Larry Sabato, professor of politics at the University of Virginia.
With current laws tilted in a “pro-choice” direction, the energy is “on the side of the pro-life forces”, Sabato said. “It’s all a question of who’s angry and who’s happy in politics.”
Voters who in the past would have automatically supported the left-of-centre Democrats see abortion as an overriding issue that trumps any other consideration. Abortion helped Bush carry Catholic voters, a group that once solidly backed the Democrats, by five points in 2004, Sabato said.
Republican candidates, including Bush in his re-election campaign, have successfully persuaded voters in rural communities from West Virginia to Wyoming that their values are under siege by liberals who are out to promote abortion and gay marriage and take away their handguns.
In liberal bastions on the east and west coasts, more moderate Republicans tend to cater to “pro-choice” voters and avoid talk of banning all abortions. A best-selling book published during the last presidential campaign, What’s The Matter With Kansas?, argues that Democrats have failed to connect with working-class whites due to the Republicans’ skilful management of the “culture wars”.
The author, Thomas Frank, argues Republican party policies have damaged the economic interests of blue-collar voters, but that these voters continue to be drawn to right-wing candidates because of issues such as abortion. It is a “working-class movement that has done incalculable, historic harm to working-class people,” Frank writes.
Some strategists on the left have begun to demand that the Democrats wake up to the perspective of the American heartland and adjust their stance on abortion.
The liberal think-tank Third Way has reportedly issued a memo advising Democratic politicians to rephrase their wording on abortion. Instead of talking about a woman’s right to choose, the memo suggests that Democrat candidates should tell voters that they support “personal liberty” but accept a “moral responsibility” to reduce the number of abortions.
Senator Hillary Clinton, apparently grooming herself for a presidential bid in 2008, has dropped her strident pro-choice rhetoric for a more nuanced approach. At a rally in 2005, Clinton spoke of the need for both sides on the issue to work to prevent unwanted pregnancies because abortion represented “a sad, even tragic, choice.”
Some pro-choice advocates say medical advances in neonatal care and contraception have changed the nature of the debate. They say the pro-choice camp should discourage second-trimester abortions and devote their energy to securing more access to sophisticated contraception, morning-after pills and sex education.
In Pennsylvania, the frontrunner in a closely watched senate race is a Democrat, Bob Casey, who is poised to unseat the conservative incumbent, Rick Santorum. Casey happens to be a pro-life opponent of abortion rights, but he enjoys the full backing of the Democratic party establishment.
In 1992 his politician father, a popular governor of Pennsylvania, was shunned and barred from speaking at the Democratic party convention because of his openly pro-life stance. Times have changed.
“The Democrats are learning,” Sabato said. “They’re learning.”
